In Jewish tradition
Besides putting things in a place, "set" can mean to appoint someone to a post, as David set a man over his guard. The prophets also use it for making one thing like another, as God asks "How shall I set thee as Zeboim?" about a city to be destroyed. "Set the horn to thy mouth" is a call to sound the alarm.
