In Jewish tradition
Here it means told or made known, as when Moses told Israel the festivals, or when a decision was not yet made clear. In the Psalms and Isaiah it also means proclaimed, as the heavens proclaiming God's righteousness.
Interpretation. Tradition reads the festivals as "appointed seasons of the LORD" which Moses taught to the people. The wood-gatherer was held until God's ruling came. The psalm's heavens "declaring" God's righteousness is read as all creation praising Him.
