In Jewish tradition
To declare is to tell, make known or explain something, often with authority. In Job and the Prophets it can also mean to tell what you know, or to proclaim God's acts.
Interpretation. In Job, God asks Job to "declare" what he knows of creation, and the tradition reads this as showing how small human understanding is next to God's.
