In maths: things put in rows, columns or groups; often an array for multiplying or dividing: rows × things per row = all, things ÷ rows = per row; «ways to arrange» asks for orders. In school: arranged in alphabetical order, arranged from smallest to largest. Everyday life: flowers arranged in a vase, a party arranged by parents. In Jewish tradition

In Sefer Yetzirah it means that God set the letters in order, like a building or an army, to make the world.

Interpretation. The tradition reads creation as made by ordering the letters in different combinations, so arranging them is a way of creating.
