In Jewish tradition

Ishmael became an archer in the wilderness, and Joseph is described as shot at by archers, meaning his enemies. Later books speak of Israelite archers in war, such as the sons of Ulam and the men of Ephraim, and of the archers who wounded King Saul.

Interpretation. Tradition reads Ishmael's archery as a sign of his wild, fighting life, and the archers against Joseph as his brothers and others who attacked him. The psalm's picture of Ephraim as archers who turned back in battle is read as a warning about failing to be faithful.
